Orgs say no to 80 MW Doimukh hydro project

ITANAGAR, Aug 29: The Doimukh Citizen’s Right Forum (DCRF) and Doimukh Youth Association (DYA) are opposed to the 80 MW Hydro Electrical Project proposed at Doimukh.

The 80 MW Hydro Electrical Project is being executed without the consent of the people of Doimukh area, it claimed and requested the state Government to withdraw the MoA signed with the SJVN Ltd for the project.

Already the Ranganadi and Pare Hydro Electrical Project have damaged the downstream area of Doimukh beyond estimation. Every year during monsoon season, dwelling houses with hard earned properties, private land and agriculture land are being damaged by the river Pare. The earlier MoAs for Ranganadi and Pare Project were done without the consent of the effected people and people living in the downstream. As such nothing has been benefited by the implementation of the two projects, it stated.

Unlimited hydro projects upon the river Pare will cause serious threat to the natural flora and fauna and to the ecological imbalance and human consumption in particular and for which people living in the downstream will have to suffer to great extent. Keeping people in dark about such implementation and executing an agreement speak a lot in itself and it was never intimated, discussed and made known to the people of Doimukh, the Forum lamented.

People of Doimukh have decided to fight for stopping of such implementation upon river Pare if the state government does not cancel the agreement, the Forum further warned.

 

AFF delegation calls on CM

ITANAGAR, Aug 29: Chief Minister Nabam Tuki today assured the Arunachal Film Fraternity (AFF) to  evolve a mechanism  for promotion of local film makers of the state.   CM gave this assurance when a eight members delegation of the AFF headed by its Chairman Taro Chatung and senior film maker D K Thungon called on   the  former at his office here today.  

 While referring to the budget speech of the CM regarding promotion of film industry in Arunachal in  July Assembly session, the delegation held elaborate discussion  with  Tuki on the  potentiality of local talents in film  making.  The Fraternity also requested CM take prompt action for establishment of proposed Film & Television Institute in Arunachal State by Central Government.

The Fraternity has also honoured CM Tuki with a citation on the occasion of 112th birth anniversary of Dr. Verrier Elwin today for making Arunachal Film Festival an annual event.

 

RC Patro Memorial Award  to Dr S K Pattanaaik

ITANAGAR, Aug 29: Dr SK Pattanaaik, Assistant Professor of the College of Horticulture and Forestry, Pasighat has been conferred with RC Patro Memorial Award 2014 for his outstanding work on low cost Silpaulin lined water harvesting technology during the 55th Annual Session of the Institution of Engineers (India), Odisha Centre, Bhubaneswar, Odisha.

Silpaulin lined based water harvesting technology is quite eco friendly and economical where the cost per litre of water is less than a rupee.

Water harvesting in monsoon season is very essential to grow crop during off season of monsoon. In the entire NEH region there is heavy rain fall of about 4000mm during monsoon. However, whole region face acute water scarcity during four months of winter season.

 

Youth motivation program

ITANAGAR, Aug 29: Vivekananda Kendra Ignited Youth Forum Tezu organized a youth motivation program at Indira Gandhi Govt. College Tezu yesterday.

Addressing at the programme, L. Khimun, Secretary of Rangfraa Faith Promotion Society spoke about spirituality, healthy mind and body, moral development in youth to build an ideal society. He also stressed on time management for success in life.

Vehicular movement restricted

ITANAGAR, Aug 29: The F & G Sector road will be closed for all kind of vehicles from August 30 to September 1 for renovation of the roads by the sector committees. Heavy vehicles have been restricted from Apostolo Bible College till Sept 4 on the mentioned sector roads.

 

Fogging operation launched at Yingkiong

YINGKIONG, Aug 29: Fogging operation for prevention of malaria, dengue and Japanese Encephalitis was launched at the various colonies of Yingkiong township yesterday which will continue till September 11 next.

ITANAGAR, Aug 29: CHILDLINE Don Bosco Youth Centre Itanagar, conducted an House programme Open at Govt. Middle School, G-sector, Naharlagun, as a part of its monthly activity.

CHILDLINE staff headed by its Coordinator took sessions on CHILDLINE 1098 services, and the activities being carried out every month in Itanagar.

CHILDLINE 1098 is a national 24x7 free emergency phone outreach service for children in need of care and protection.

 

Inspiration camp

ITANAGAR, Aug 29: A specially designed three days inspirational course for Class VII students of VKV here began at VKV, Chimpu today.

While inaugurating the residential camp, Obuk Panor, DDSE, Itanagar inspired the students by narrating two moral stories. He advised the students to be truthful, hardworking and punctual in everyday life.

HMTA announces shutter-down strike on Sep 1

ITANAGAR, Aug 29: The traders and shopkeepers under Hapoli Market Traders Association (HMTA) have decided to observe a complete shutter down strike from 5 am to 5 pm on September 1 in protest against non-arrest of the culprits involved in Joram Wine Shop attack and looting incident.

The decision to pull down shutter was taken by the association after expiry of the 10 days ultimatum they had given to the district authority to arrest the miscreants, informed HMTA.

 

ASM resents tardy road restoration work

ITANAGAR, Aug 29: Karsingsa Anchal Samity Member (ASM) Taniang Kipa along with few public and student leaders visited the block-point at Karsingsa and expressed strong resentment over slow pace of work for restoration of the road.

During the visit, the ASM claimed to have found only three earth cutters/movers working at the work site. Expressing dismay over tardiness of the work, he opined that it will take lot of time unless more men and machineries are deployed. He urged the contractor(s) concerned to engage at least 10 earth movers for early completion of the work. He also urged the department concerned to supervise the restoration work constantly to ensure its early completion.

The ASM appealed to the Chief Minister to allocate sufficient fund for repair and reconstruction of damaged portion of the road at sinking zone near Karsingsa. Further, he appealed him for early start of four-lane work from Banderdewa to Itanagar to solve the recurring problem permanently.

ITANAGAR, Aug 29: Mirem Village will face Rengging in the final of the Solung Trophy Football tournament at General Ground Pasighat on August 31.

Mirem Village beat Yagrung Village 1-0 in the first semifinal while Rengging defeated Mirku 2-1 in the second semifinal today.

Uncertainty looms over future of Arunachal Pradesh University

PASIGHAT, Aug 29: Uncertainty is looming large over development of Arunachal Pradesh University set up at JN College upper campus at Pasighat as the State government has not taken any initiative for development of infrastructure. No progress in university activities has been noticed by the local people in the last one and half years.

Chief Minister Nabam Tuki, who laid the foundation stone of the university during January last year, had assured a sum of Rs 20 crore for its infrastructure development in the first phase. But, it is alleged that he has done nothing for development of the institution of higher education. The proposed site for main office building, where the foundation was laid is presently seen covered by weeds and jungles (See pix), depicting utter negligence of the authority concerned.

The State government under its Directorate of Higher & Technical Education last year appointed an Officer on Special Duty (OSD) to look after the primary works of the university, but no ‘blueprint’ has been prepared yet for development of infrastructure. No academic activity has started in the university so far.

When enquired about recent development of the university, the OSD informed that there was building meant for classroom, laboratory and office room for conducting the academic activities. He has not received any ‘go ahead’ nod from the government’s end. He observes that the state government has no ‘future vision’ over the university in terms of phase-wise development, while it doesn’t have a well-defined master plan to boost the university activities.

Meanwhile, the OSD has submitted an estimate amounting to Rs 350 crore to the state government including cost of office building, classroom, laboratory with furniture and other study materials for running the Post Graduate (PG) courses. The proposal includes a five-year action plan of the developmental works in phase-wise manner. He feels that the university authority should establish engineering department for itself to monitor the construction activities, make security arrangement and open a bank branch in the university campus before setting up of other departments.

The OSD further informed that the authority has given approval for introducing PG courses in five disciplines-- Geography, History, Economics, Education and Commerce-- in the university.

At present, PG courses in Geography and History under Rajiv Gandhi University has been running in JN College and these will be tagged with the state university after its development.

Inordinate delay in development of the much-hyped State University at Pasighat is causing massive public concern.

The local people have alleged that the state government has not made land acquisitioned for the upcoming university. Instead it has been planning to covert the JN College Upper Campus as Arunachal State University without taking public mandate.

“Chief Minister Tuki and his mission have miserably failed to keep his ritualistic promises and thereby betraying the local people. The state government should make its stand clear on development of the State University”, the people exclaimed.

 

 

Kidnapped businessman remains untraceable

ITANAGAR, Aug 29: Businessman KP Chacko who was kidnapped at gun point on Thursday evening is still untraceable. Chacko was picked from his Naharlagun rented accommodation on Thursday around 8.30 pm by group of armed miscreants. He was fired upon while being dragged out of home and it is believed that he suffered serious injury as a result of it. However, police found Binoj Philip, the manager of kidnapped businessman who was picked up along with him from Lichi village nearby Kimin on the same night.

While talking to this daily Superintendent of Police Capital Complex Seiju P Kuruvilla informed that police have recovered Bolero vehicle belonging to Chacko along with Assam registered Wagon-R and bike used for kidnapping from Lichi village. He added that around 6 people had barged into the home of Chacko and took him away at gun point. While refusing to divulge more details, SP added that investigation is on and no ransom call has been made to family member till now.

Home Minister Tanga Byaling has condemned the kidnapping of Chako. “I have reviewed the police operations at a high level meeting attended by principal home secretary Dharmendra Sharma and senior police officers and directed them to intensify their efforts,” he said in his official release.

A high level team led by Capital SP Kuruvilla under the supervision of IGP (Law and order) ID Shukla immediately launched search operation. As no one has claimed responsibility so far, the possibility of ransom neither can be denied nor confirmed, he stated. Further informing that Capital Police is making all out efforts to trace out the trader at the earliest and also taking the help of police forces of the neighbouring district, who were alerted immediately after the incident, he further appealed to the civil society to cooperate with the police in solving the case.

Local MLA and UD Parliamentary Secretary Techi Kaso, after visiting Chako’s rented house today also condemned the incident.

Such cowardice act should be condemned by all sections of the society as the trader has been serving the state selflessly for the last three decades, he said and urged the kidnappers to release Chako safely at the earliest.

Joining the condemnation, APCC president Padi Richo appealed the kidnappers to release him unharmed immediately as he has a family besides his service to the state cannot be overlooked.  

He also condemned the rape of two minor girls at Naitong village under Kanubari sub-division of Longding district recently and called upon the district administration to bring the culprit to book immediately.

All Arunachal Pradesh Students’ Union (AAPSU) has taken strong exception to rising criminal incidents in the state and today assailed the home department, particularly the police force for its inability in clamping lawlessness in the state. Safety and security of the citizens is the prime responsibility of the state but the state government for its failure in this front but needs introspection as to what has gone wrong, particularly in reference to KP Chako kidnapping, AAPSU stated in a release.

Councillor Ward no. 24 Lishi Yapu while condemning the kidnapping of businessman PK Chacko has termed the incident as blot on Arunachal society. Yapu this morning visited family member of Chacko and extended her support.

“The growing insecurity is giving sleepless nights to the business community of capital. If the situations continuous to be like this, no businessman will operate from Arunachal. Government of Arunachal will have to take some drastic measure to curb down crime rate in capital complex,” stated Yapu. She further urged state government to provide full-proof security to the business community of capital complex and create healthy atmosphere for better tomorrow.

Capital Complex Petroleum Depot Association (CCPDA) has condemned the kidnapping of PK Chacko, who is senior member of the business community. CCPDA has appealed to the police to ensure safe release of the Chacko by cracking the case at the earliest.

Meanwhile, the Kerala Kala Samskarika Vedi (KKSV) Itanagar has called upon the Capital district administration and police department for early tracing out the kidnapped trader. The Naharlagun Bazar Welfare Society in another release while also condemning the kidnapping  appealed to the kidnappers for the trader’s early release. It also appealed to the state government to trace out KP Chako as well to negotiate with the abductors.

 

 

Rijiju & Byaling make aerial survey

of flood-hit Upper Subansiri

ITANAGAR, Aug, 29: Union Minister of State for Home Kiren Rijiju along with state Home Minister Tanga Byaling today conducted an aerial survey of the flood affected area of Upper Subansiri district today. Principal Secretary Home D Sharma, Secretary Disaster management Kapa Kholie, Secretary Tourism Joram Beda, former Daporijo MLA Tapen Siga, Dy. Director, IPR, Michi Kani also accompanied him during his aerial survey to the flood affected area.

Yesterday, Rijiju along with Chief Minister Nabam Tuki and officials of Ministry of Home Affairs and the State Government made an aerial survey of flood affected areas of East Siang, Dibang Valley, Lower Dibang Valley, Lohit and Namsai districts.

During a brief halt at Daporijo, Rijiju interacted with officers and defence personnel at circuit house. He asked the authorities to submit the detail estimate of the loss at the earliest to enable inter-ministerial team to visit the state to see the ground reality and suffering of the people. He sternly said the relief amount should reach to the actual flood affected people.

While elaborating on long term and short term disaster management policy, Rijiju appealed to the Army jawans including ITBP to extend cooperation to local administration in restoration of road communication, particularly in interior and border areas and to help minimize the suffering of people.

Upper Subansiri Deputy Commissioner, K. Dolum, explained through power point presentation on damages caused by flood. He further informed that the sudden flood on August 22 had damaged huge public and individual properties. The flood also reportedly claimed many livestock and caused destruction of agriculture and agriculture fields.  As per preliminary assessment, properties worth Rs Rs.3.95 crores have been damaged in the flood.

The DC requested for an initial corpus fund of Rs.50 lakh to be placed at the disposal of the district administration for immediate restoration of communication system.DIPR

Our Daporijo Correspondent adds: Daporijo MLA Dikto Yekar who has also accompanied Rijiju during  his survey to flood affected area of Upper Subansiri district has appealed to the district authorities to prepare accurate estimation of property damage so that no flood affected household be deprived of. The MLA further urged the visiting dignitaries to provide sufficient emergency relief to the flood affected families and  the students of Dhulam Raji school, Sippi who were badly affected by flood water.

Rijiju on his part emphasized on early submission of accurate flood damage reports so that no flood victim is left out.  The MoS for Home further disclosed that steps are being taken for modernization of  police department, introduction of more ITBP battalions and to  bring all the  constituencies of the  state under border area development programme.

 

 

Mechukha valley cut-off  for last few weeks

ITANAGAR, Aug 29: The picturesque Mechukha valley in West Siang District has been completely cut-off from the rest of the world as large portions of Mechukha-Aalo road, the only link that connects this landlocked tourist hotspot with the rest of the country,  was washed  away in several locations due to incessant monsoon rains, claimed the sources from Mechukha.

The magnitude of damages is so extensive that the restoration work even at war footing will take at least two to three week time, the sources added.

Reportedly, passenger as well as heavy vehicles like trucks that carry essential supplies to Mechukha and its nearby areas are all stranded in various locations along the Mechukha-Aalo road. Not a single vehicle has managed to pass through for the last few weeks. The situation has led to shortages of essential commodities, both in the valley and other parts of the sub-division, the source further added.

This is a yearly routine in Mechukha during the monsoon season. Last year, after washing away of two bailey bridges at Gapo and Tato respectively on Mechukha-Aalo road in flood water, the entire area had to experienced massive shortage of essential supplies, including fuel and LPG cylinders, and even groceries.

Meanwhile, local MLA Pasang Dorjee Sona, who is stationed at Mechukha for the past few weeks, informed this correspondent that the magnitudes of the damages are so extensive that it will take time to restore the same.

“It would take at least a fortnight to re-establish the road link for passage of vehicles, however, to completely restore the damaged road it will take more time,” he said adding as large portions of roads and even bailey bridges have been washed off in several locations especially between Tato and Gapo.    

The commuters, who are coming to Mechukha as well as going down to Aalo and other places, have to walk hours to reach to the spot from where they can board a vehicle, he added.

 

 

Mechukha valley to organize 2nd edition of ‘Adventure @ Mechukha’

ITANAGAR, Aug 29: The Mechukha valley is planning to organize its second edition of the ‘Adventure @ Mechukha -2013,’ a three-day Adventure Sports Festival to promote tourism in this picturesque part of the state in November next.  

Local MLA Pasang Dorjee Sona informed that the second edition of the ‘Adventure @ Mechukha’ will focus on promotion of cultural tourism of the entire sub-division besides adventure and sports activities, like Aero Modeling, Trap Shooting, Para/hang gliding, Mountain Biking, Rappelling, River Crossing, Rafting and Trekking. This time traditional games and sports  will be included in the event. However, final date of the event will be fixed very soon after due consultation with the Department of Tourism at Itanagar, Sona informed.

Yesterday a meeting was held at the officer chamber of Mechukha ADC Ravi Dhawan in presence of  Dhawan, heads of various department, PRI leaders and other stakeholders like hoteliers, owners of lodge, homestay etc  to chalk out plan for grand  success of the event, Sona who presided over the meeting further informed.

 

 

APYC to organize ‘Jaag Arunachal Bhaag Arunachal’ mega marathon race

ITANAGAR, Aug 29: In a bid to spread out message of oneness among the Arunachalis and promote unity, peace and harmony across the state, Arunachal Pradesh Youth Congress (APYC) today announced to organize a mega marathon race on 2nd October next under the title, Jaag Arunachal, Bhaag Arunachal, a run for unity, peace and glory.  

Addressing the media persons at Press Club here today APYC President Nyamar Karbak while announcing formally the mega marathon race slated to be held coinciding with the father of nation Mahatma Gandhi’s birth anniversary on 2nd October next, informed that main objective of organizing the mega marathon race is to guide misguided and misled youth of the state so that they know the value of Pan-Arunachal identity and idea of oneness among the people of the state. Apart from promote unity, peace and harmony the marathon race would mark the World Non-Violence Day, birth anniversary of Bapu, Karbak added.

Elucidating the title of marathon race (Jaag Arunachal, Bhaag Arunachal), Karbak said that title of marathon itself signifies awakening Arunachal and run for the glory. He further divulged that organizing committee is contemplating to involve celebrity from Bollywood to encourage the youngsters to participate more.

APYC Spokesperson Kipa Takum who is also a Councillor informed that marathon race should not look at as political gimmick rather people should come forward cutting across the party line to take part in mega event. Takum further expressed hope that people would join hand together in their endeavor for peace and stability. He later disclosed that for men, the race would start from Rajiv Gandhi Stadium Naharlagun around 8:30 am and culminate at Chief Minister’s Bungalow, Niti Vihar covering 14.5 kilometers.  However for women sprinters it would start from Sango Resort near Shiv Mandir along NH52A to CM Bungalow (9.5 KM approx.) around same time.

The winner would be awarded with cash prize of Rs 75000/-(Seventy five thousand only) and second prize Rs 35000/(Thirty five thousand) and Rs 20000/(Twenty thousand) for third prize respectively. Consolation prizes Rs 5000/(five thousand)  would be for ten sprinters for both men and women each.  Registration would be started from 1st September and ended on 30th September 2014, APYC added. APYC Media Convenor Loga Tallang appealed to the people to take part in the run for unity, peace and glory. APYC also informed that during the flag off ceremony rock show would be performed by local artists at RG Stadium.

 

 

Pradhan Mantri Jan Dhan Yojana lunched in West Siang, Upper Siang & Changlang

ITANAGAR, Aug 29: The Pradhan Mantri Jan Dhan Yojana was formally launched along with the rest of the country in a function held at DC office at Aalo yesterday.

The people from Angu village were the first to receive the saving Account Passbooks from West Siang Deputy Commissioner Pige Ligu amid cheer. A computer set was also donated to Angu Middle school by the bank as a part of its social responsibility towards the people.

Addressing the gathering, Ligu said that the day will go into banking history as a Red Letter Day as every individual of the country where banking facility have not been extended will get total coverage and Govt. benefits for them will go directly into their accounts in future. He encouraged the villagers to inculcate saving habit and keep their accounts in safe custody.

The flagship programme announced by the Prime Minister of India on the Independence Day is launched all over India on the same day assumes special significance as it envisages to bring fruits of development to the doorsteps of the people. He asked the all banking institutions entrusted for the job to create awareness and reach out to the people in the far flung areas of the district.

The Chief Branch Manager, SBI Aalo A K Boruah disclosed that awareness campaigns have been launched in many parts and interior areas of the district will be targeted first. The DC and branch manager, SBI, Yingkiong distributed account opening kit to 100 plus beneficiaries.

Changlang: Deputy Commissioner Changlang Chanchal Yadav along with State Bank of India, Changlang launched Pradhan Mantri Jan Dhan Yojana at Changlang .

Terming it as a Financial inclusion in Mission Mode for each and every one the DC hoped that the needy people of the district will be benefitted from it and their economic status will be improved. She said that it is a mission launched with different spirit which will touch people of every nook and corner. While appealing the people of the district to avail the benefit of the programme she said that several advantage will be added with the programme in days to come. Financial literacy and awareness camp

ITANAGAR, Aug 29: Arunachal Pradesh Rural Bank Naharlagun Branch in collaboration with Rural Development Society Naharlagun organized a financial literacy and awareness programme at office chamber of RDS, Naharlagun today.

Over 200 beneficiaries from the 10 SHGs and other individual members attended the programme.

Nangram Pingkap, Circle Officer cum General Administration (Magistrate) Naharlagun highlighted the role of SHGs, NGOs or any other voluntary organizations and exhorted the members to acquaint themselves with knowledge about the role of financial institutions and advised them to refund the availed bank loan timely. He also encouraged all to avail the benefit of PM Jan Dhan Yojana and hoped it will benefit the rural poor citizen most.

SR Benarjee, Chairman Arunachal Pradesh Rural Bank informed Jan Dhan Yojana provides for a free zero-balance bank account with a debit card Rs. one lakh accidental insurance policy and Rs.30,000 free medical insurance cover and encouraged all to enroll themselves to avail the benefit.

Speaking on the occasion, B.Dutta, Branch Manager APRB Naharlagun also highlighted about PM’s Jan Dhan Yojana scheme and urged all to open the account.

100 Saving Account opening form were distributed to the participants on the occasion.

Discussion on implementation of newly sanctioned MGNREGA scheme held

KIMIN, Aug 27: A general meeting of the III Kimin Anchal Samity was held at Panchayat Hall, Kimin  yesterday to discuss implementation of newly sanctioned MGNREGA fund in Kimin and Kakoi Circles.

The meeting presided over by Takio Yanu Tarh, Chairperson III Kimin Anchal Samity was attended by Liken Koyu CO–CUM- BDO Kimin, EO (RE), all ASMs, GPM chairpersons and 22 GPMs of III Kimin Anchal Samiti Block.

After discussion threadbare, the house took serious note and expressed displeasure over ‘repeated baseless allegations of misappropriating MGNREGA fund by some groups and individuals without knowing the fact and work done.’

 While expressing satisfaction over implementation of MGNREGA schemes at Kimin block as per specification, the members of the house observed that as per monitoring teams Kimin stands at top in  quality implementation of MGNREGA schemes in Papum Pare. The Panchayat leaders also observed that, so far no individual job card holder has expressed any kind of grievances to BDO Kimin or to any other panchayat leaders regarding misappropriation of fund in MGNREGA implementation and everything is carried out at village level in transparent manner by holding Gram Sabha meetings by respective GPMs.

“Such wild and unfounded allegations not only demoralize the officers on duty but also hurt the image of Kimin,”  the meeting observed.

Later Takio Yanu along with ASM colleagues handed over the Smart Cards of Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme to all GPMs for distribution at gram level. The house also appreciated the CM for initiating such noble scheme. Meanwhile, the Panchayat leaders urged the Panchayat Raj department, GoAP to release the Panchayat Raj Fund which remains pending for last one year.

 

 

Regulate unplanned urban growth strictly: Governor

ITANAGAR, Aug. 29: Arunachal Pradesh Governor Lt. Gen. (Retd) Nirbhay Sharma inaugurated the two-day National level workshop on Disaster Management at NERIST today. The workshop being organized by the department of Civil Engineering and Centre for Management Studies, NERIST, aims to develop a perspective plan to negotiate with Arunachal’s vulnerability to disasters.

In his address, the Governor called upon the experts from various fields to contribute towards a viable action plan which will go a long way in strengthening the disaster management and vulnerability reduction strategies for the Frontier State of Arunachal Pradesh to face the challenges of floods, fire, river erosions, landslides, storm damages and earthquakes.

Stressing on giving special thrust to disaster prevention, he said that general public at large has a very important role to play in it. “The State Government on its part has to particularly ensure that the Building Bye-Laws in Urban areas are adhered to and blatant de-forestation is stopped or else, the fury of Mother Nature will come with full might.” We need to realize that we reside in a zone of young Himalayan hills and mountains with very fragile and sensitive soil condition and hence unplanned urban growth and construction activities must be strictly regulated.

Expressing his concern over the trail of destruction caused by the monsoon, Governor said the incessant and torrential rainfall has also taken its toll on precious lives including three young lives. It has caused extensive damage to surface communication, road links and infrastructure and public properties.

AAPBSU demands creation of 3rd AAPBn

ITANAGAR, Aug 29: All Arunachal Pradesh Border Students’ Union (AAPBSU) has demanded the State Government for immediate creation of the 3rd batch of Arunachal Armed Police Battalion (AAPBn).

“After the raising of 1st and 2nd AAPBn in 1988 and 1989 respectively, the State Government did not take up any further step to raise more Battalion in the state which has resulted in shortage of forces for border areas,” said AAPBSU in its memorandum submitted to the State Chief Secretary.

“We strongly demand the Chief Secretary to create the 3rd batch of AAPBn in order to guard the lives and properties of people of the state, who are living at border areas. Only because of shortage of police force at border areas, people are facing numerous problems and harassment from neighbouring state, who often enter into Arunachal territory and conduct illegal eviction drive,” the memorandum said.

Alleging that AAPBn strength is being misused for guarding and protection of officers, VIPs and their properties thus defeating the main purpose of raising the battalion, the memorandum appealed to the State government to use them more purposefully by deploying them in disputed interstate boundary areas.

“We would also like to urge the Chief Secretary to instruct Home Department to utilize AAPBN force to settle down the boundary unrest, not use them for the protection of officers, VIPS and their properties since AAPBN was created to guard the disputed inter-state boundary areas to protect the lives and properties of people of Arunachal Pradesh living in those areas,” the memorandum said.

Meanwhile, AAPBSU informed that in order to raise the strength of police personnel, the Assistant Inspector General of Police (A) has submitted a proposal letter to the Commissioner (Home), Government of Arunachal Pradesh for creation of two more new AAPBn following the outcome of meeting held on 01.03.2011 at Chief Minister’s office where in it was decided to create two more AAPBN battalion to guard the inter-state border in the foot hill areas from Balemu to Jonai taking account of the insufficient personnel in the force to contain the law and order problems, especially during boundary related incidents.

Further, on 11th April 2012, the same office also had submitted the detailed proposal for creation of 977 posts for one AAPBN to the Deputy Secretary (Home) by the Assistant Inspector General of Police (Admin), Police Headquarter, Itanagar with the reference of Letter vide No.HMB (A) 78/2010/1279 dated 21/3/2012 and same was also placed for financial implication but it is still pending in the hand of state government”.

The total strength of APPBn is SP/Commandant (2), Deputy Commandant        (2), Assistant Commandant (12), Inspectors (12), Sub Inspectors (36), Head Constable (192) and Constable (1260),  the memorandum said.

 

 

Dr. Mize attends International Ornithological Congress in Japan

ITANAGAR, Aug 29: Dr. Daniel Mize, Assistant Professor in Zoology, Rajiv Gandhi University (RGU) attended the 26th International Ornithological Congress (IOC) at Tokyo, Japan, held from August 18- 25.

He presented a paper entitled, ‘Ebbing avifaunal population vis-a-vis traditional practice of indigenous tribe in Arunachal Pradesh, India’. Through his paper he passed the message to the world that hunting of birds by local tribal people is still prevalent in Arunachal Pradesh to uphold their traditional culture. He stressed the need for finding a sustainable way so as to conserve both birds and cultures of the people. He further urged the world community to support Arunachal Pradesh in conservation of wildlife as the state forms major parts of Eastern Himalayan biodiversity hotspots, which is largely unexplored and is gradually degrading due to ignorance of people about the rich bio-resources in the state and its value.   

The four yearly event was organized with the purpose to  share  knowledge about advance techniques and technology use in the field of bird studies, various bird studies all over the world and  various funding sources for ornithological research and conservation.

Dr.  Mize was the lone participant from North-east and his trip was sponsored by Centre with Potential for Excellence in Biodiversity (CPEB), RGU and University Grants Commission (UGC), New Delhi under International seminar/conference grant scheme for teachers to attend seminar/ conferences abroad.

The IOC was hosted by Japanese Ornithological Society at Rikkyo University, Tokyo and attended by 839 ornithologists from all over the globe.

 

 

Newly created GDMO posts to mitigate man power shortage problem: Association

ITANAGAR, Aug 29: The National Rural Health Mission General Duty Medical Officer Association today stated that newly created posts of 157 General Duty Medical Officers under National Rural Health Mission would mitigate the shortage of man power in the health department especially in rural areas where medical officers are needed. The association also said that the placement of such skill man power with technical staffs would facilitate in controlling and reducing mortality rate causes due to Malaria, Typhoid, Jaundice, Diarrhea, Tuberculosis etc in rural areas. Beside it would boost the health department in streamlining the basic health facilities and felicitate poor and needy people to avail better health service, association added.

Welcoming the cabinet approval to create 2492 posts including 96 specialist, 157 Doctors (GDMO’S), 309 staff nurses, 214 ANM, 42 Pharmacist, 66 Lab Technicians, 597 Rural Health Workers in the health department, the association termed the decision as most encouraging one by Nabam Tuki led government.

The members of association called on Health and Family Welfare Minister Kalikho Pul on Thursday and requested him to instruct the concern DMO’s to procure medicine and equipments as per the requirement placed by the Medical Officer In-Charge of the respective PHC and CHC. It further appealed the minister to expedite regularization process of contractual medical officers.

 

 

AZHYA organizes drawing competition to create environmental awareness

ZIRO, Aug 29: To protect the environment, traditional practices of the people and beauty of picturesque Ziro valley, all the Ziro based organizations are working their best to make it worthy and fulfill all the criteria for declaring Ziro Valley as World Heritage Site (WHS) site.

As a part of the mission, All Ziro Hapoli Youth Association (AZHYA) organized a drawing competition on the theme ‘Environment preservation related to Ziro valley’ at Abotani Hall here today. As many as 29 students representing various schools of Ziro Valley participated in the competition.

Talking to this reporter, AZHYA president Michi Chobing said that their motive behind organizing the competition was to bring out the hidden talents of art as well as to create awareness among the students on the importance of protection of the environment. The winners of the competition will be announced during its foundation day on August 31, he added.

Tage Richo, a prominent artist, Hage Dolo, former secretary general Apatani Youth Association and Mom Tado, assistant secretary AYA were the judges.

 

 

Market Association demands installation of streetlights, CCTV cameras in busy market places

DAPORIJO, Aug 29: Keeping in view the growing incidents of anti-social activities and thefts in market areas here, All New Market Welfare Association (ANMWA) has appealed to the Home Department for installation of street, high mast lights and CCTV cameras in busy market areas to check such crimes.

It however, commended police for cracking the theft cases of forest colony and recovery of theft items worth more than Rs. 20-30 lakhs.

Meanwhile, Daporijo Police Station SI Token Dubi, informed that two persons, who were allegedly involved in many theft cases, have been arrested and booties worth Rs. 1,52,000 recovered from their  possession.

A case has been registered against both the accused under the section 457/380 IPC and investigation launched. Both the accused are under judicial custody, he said.

 

 

Justice will be done if land is returned to Arunachal: Byaling

Daporijo, Aug 29: Arunachal Pradesh government on Friday said that justice will be done to the state in the border dispute case with Assam if at least 50 per cent of the 3,000 sq km allegedly occupied land is returned to it.

"Assam had taken over more than 3,000 sq km of our land. So justice will be done if at least 50 per cent of this land is returned to us again," state Home Minister Tanga Byaling said.

He was reacting to Union Minister of State for Home Affairs Kiren Rijiju's remarks that the Union Home Ministry will ensure implementation of the Supreme Court verdict whenever it is delivered.

The apex court will hear the case on September 12 and any future step after the verdict is announced will be taken "collectively by all in Arunachal Pradesh government", he said.

The Arunachal Home Minister claimed that during formation of Arunachal Pradesh from the erstwhile North-East Frontier Agency (NEFA), Assam had notified the land parcel as theirs "without our knowledge and the problem started from there".

Yesterday, Rijiju had said: "We will ask the Solicitor General to pursue the border case in the Supreme Court so that a verdict can be received soon. Once the verdict is delivered, the Home Ministry will ensure implementation of it."

He had also informed that the Centre instructed both Assam and Arunachal governments to have joint patrolling in the border areas so that no major incident takes place along the inter-state border till the Supreme Court gives a verdict.

Assam had filed a case in the Supreme Court in 1989 against Arunachal Pradesh alleging encroachment of land and for demarcation of boundaries between the two states.

The apex court then appointed a Local Commission for identification of the boundaries of Assam-Arunachal Pradesh. The Commission has reportedly submitted its final report in June 2014. PTI

Great initiative by health minister

Dear Editor,

The recent cabinet decision for creation of 2492 posts in Health Department initiated by Minister Health & Family Welfare Kalikho Pul under the able leadership of Chief Minister Nabam Tuki needs to be appreciated by one and all. This is first time a history has been created wherein such a huge job creation has been done.

Through this column, I would like appeal to the Minister (Health & Family Welfare) who is also minister for Social Justice and Empowerment & Tribal Affairs to create sufficient post for Social Justice and Empowerment and Tribal Affairs Department, so that maximum central fund can flow into Arunachal Pradesh. The department lacks sufficient man power to run the system. Also the department can avail various centrally sponsored schemes and number of unemployed youth can be employed. I would also like to take this opportunity to urge various ministers to follow the good work done by the Health Minister Kalikho Pul and do justice to your department.

Lastly best wishes to him and wish that Pul continue to serve the people of Arunachal Pradesh for long time.

A letter to the Hon’ble Power Minister

Dear Editor,

It is a matter of great concern that the common people of Roing Township are deprived of basic need of electricity and still compelled to use different lighting tools in their homes. The situation can easily be assessed when you see darkness all around the township at night time. Though there are some street lights in few township roads, they are of no use due to very low voltage and irregular supply of electricity. At home, market, all works come to a stand sill due to poor supply of electricity. The student community is the worst sufferer as power cuts of duration 2-3 hours are routine matters during their evening study hours. Most often, we are to spend 2-3 day without power supply.

The VIPs have nothing to be worried about the deteriorating power supply, as they are used to get uninterrupted power supply in their residences and therefore can’t even imagine about sufferings of common people. On the other hand, the Power Department is sleeping over the issue and busy with realization of huge electric bills on fixed average basis, irrespective of meter readings.

I therefore request the Power Minister of the state to take a stock of the existing power scenario of Roing township and come forward to take concrete steps for solving the crisis, so that common people  may get respite at the earliest.

Compensate the villagers

Dear Editor,

Through the column of your esteem daily, I would like to draw the kind attention of concerned authority regarding the insufficient amount of highway compensation being given by the government especially to the land owners of Wanu village which is situated under the Kanubari Circle of Londing district of Arunachal Pradesh.

The tribal people were depended on the forest resources likes bamboo and timber for construction of house. This land is source for our needs the villagers have been depended on these sources from the beginning.

The land acquisitioned by the highway authorities was not a barren land. It is very crucial land for the people of Wanu village as it has been the source of income.  

We are overwhelmed by the decision to have the highway but handsome amount should be paid as compensation on the basis of the value of the  land. An adequate compensation should be provided to the owners of the villagers so that the loss of agricultural and horticultural and other plants loss is compensated for. After destruction of cultivated land, less area were left for the people who are dependent on cash crop as well as jhumming.  As per our observation there was injustice and partial preparation of bill in comparison with others villages.

Therefore, I request the concerned department to take necessary steps by enhancing the amount of compensation to the respective land owners.

More ATMs needed

Dear Editor,

Through the column of your esteem daily, I would like to draw the attention of the concern authority. The SBI Daporijo branch has only one ATM in Upper Subansiri District.

SBI branch Daporijo is an epicenter of transaction of money as it has no Sub-Branches in the town which is quite populous. One should have to come across tug of war, push and pull with lever and fulcrum while standing in a queue to withdraw money. It is very difficult to see old and aggrieved senior citizens and females struggling in full energy to stand in a queue.

In case of emergency medical cases, lots of cash is needed to save one’s life. How can they manage? Even most of the time ATM remains closed because of technical defects.

According to changing faces of time and increasing population, the SBI should increase its branches and sub-branches to meet up with the demanding necessity of the population. Hence, Daporijo need more ATMs.  

This is an appeal to the concern authority to retrospect over such an essential issue to provide an appropriate basic necessity to general public.

Peace talk without outcome

The government of India has appointed R N Ravi, chairman, joint intelligence committee (JIC) as the new official interlocutor for Naga peace talks. The reason behind appointment of Ravi for the post is cited to be his expertise in northeast affairs as he was looking after the region during his tenure in the Intelligence Bureau from where he retired as special director in 2012. Ravi's appointment has come about seven months after the last interlocutor R S Pandey resigned from the post. The post was being looked after by Ajit Lal, who had retired as chairman of JIC in July 2014.

The government of India had entered into truce with the dominant Naga insurgent group NSCN (IM) in 1997 and since then more than 80 rounds of talks have been held between the Centre and NSCN led by Chairman Isak Chishi Swu and general secretary T Muivah without a concrete outcome in the last 17 years of truce.  Not much headway could be made in the talks and increased clashes between NSCN-IM and NSCN-Khaplang group is being reported. Taking advantage of ceasefire Naga rebel groups have managed to expand their nefarious operation in neighbouring states including Arunachal. People of Tirap, Changlang and Longding are suffering due to constant factional clashes between Naga groups. Government of India should carry forward the peace talk with an aim to have some sort of outcome.  Just conducting peace talk without any result will not serve the purpose.
